THIRTY-ONE YEARS ABOVE THE FINISH LINE

Your horse crossed first.
So why didn’t you get paid?

I’m Frank. For 31 years, I was one of the three people who had the last word on the result. This is what happened in that room—and what every bettor ought to understand before tearing up a ticket.

THE OTHER SIDE OF “OFFICIAL.”

BEFORE YOU CASH THE TICKET

Three officials. One rulebook.
A result that can change everything.

What’s inside

You saw the race.
Did you see the decision?

The board lights up INQUIRY. Your horse has already crossed the wire. A few minutes later, the order changes—and the grandstand has a hundred explanations for what just happened.

Or the price changes after the gate opens. Or the photo looks strange. Or a winner loses the purse months later, while the tickets have already been paid.

Those are different questions, governed by different rules. After three decades making the calls, I wanted to explain how the pieces fit together.

“Don’t throw the ticket away. Don’t celebrate either. Wait until the board says official.”— Frank Delaney

From the first objection
to the final payout.

An explanation of the decisions that happen out of sight, built around the questions people keep asking a retired steward.

01

When the board says inquiry

What stewards review, how an objection differs, and why the first horse across the line can come down.

02

What the photo really shows

A fixed finish line recorded over time—and why a photo finish looks nothing like an ordinary photograph.

03

“That horse wasn’t trying”

The difference between an awkward trip, a horse with a problem, and a ride that needs a closer look.

04

The odds after the bell

The win pool, computer betting, and the delay between a bet entering the pool and the price reaching the board.

05

Behind the test-barn door

Post-race samples, the record that follows them, and the decisions that can happen long after race day.

06

Tickets, purses, and “official”

Why a later disqualification can change a horse’s record without changing the ticket you already cashed.

Understand what
you’re betting on.

This book explains racing decisions. It doesn’t offer selections, a betting system, or a promise of profit. Knowing the rulebook can help you understand a result; it cannot guarantee the next one.

THE QUESTION YOU ASK

“Why was my horse taken down?”

“Why did the price drop?”

“Was that photo fair?”

THE RULE YOU NEED

How interference affects placing.

How the betting pool is updated.

How a finish-line camera works.

Frank’s portrait in the stable corridorFRANK DELANEY · THE STEWARD’S PERSPECTIVE

I made those calls
for 31 years.

I started as a patrol judge on the far turn, watching through binoculars. I spent the rest of my career as a state steward, at tracks from Ohio to Louisiana.

The job meant looking at the films, listening to the riders, opening the rulebook, and making a decision I knew half the building might hate.

I’m retired now. These are the things I wanted the people in the grandstand to know.

Before you ask.

Is this a picks service?

No. The focus is the rules and decisions behind racing results, rather than selections for upcoming races.

Will it make me a winning bettor?

There’s no promise of a return. The purpose is to help you understand what happens to a race result and the ticket in your hand.

I only follow the big races. Is this for me?

If you’ve ever waited through an inquiry, watched a photo finish, or wondered why the odds changed, these are the questions the book addresses.

Is the focus American racing?

Yes. Frank’s experience is in American racing, with comparisons to how interference decisions are made elsewhere.
